Starting 1 January 2026 , all drones operated at night in the Open Category must be equipped with a green flashing light . This operational requirement applies to all night-time flights and overrides any previous exemptions or specific product designs.

As a remote pilot, the responsibility falls squarely on your shoulders to ensure this light is activated at all times during flight.

The "Unbroken Line": Why Continuous Operation is Critical

One of the most important aspects of this regulation is continuous operation from take-off to landing. You must ensure the green light does not de-activate—even when you start recording.

Why must the green light stay active during recording?

Legal Compliance: Under UK Regulation (EU) 2019/947 UAS.OPEN.060(2)(g), if the light deactivates for any reason—including a camera setting that turns off status lights to prevent glare—the flight is in instant breach of regulations .
Safety and Identification: The mandate exists to ensure the drone is clearly visible from the ground at all times. This helps both the pilot and the public distinguish the drone from manned aircraft and ensures the pilot can genuinely maintain Visual Line of Sight (VLOS) .

Key Compliance Challenges

The Hardware Gap: Not all drones come with these lights built-in. While class-marked drones like UK1, UK2, UK3, UK5, and UK6 require them by design, others—such as UK0 (sub-250g), UK4, and Legacy drones —often rely on manufacturer discretion and may require retrofitting.
The Weight Conundrum: Adding an aftermarket light counts toward your drone’s Maximum Take-Off Mass (MTOM) . Adding even a small 15g light to a 249g drone pushes it over the critical 250g threshold , which may force your operation into a different, more restrictive subcategory.
Retrofitting Principles: Any added light must be securel y attached, must not interfere with sensors or rotors, and must remain visible from the ground at all times.

Foyle Search and Rescue is a registered, voluntary based charity, operating in Derry/Londonderry in Northern Ireland, but cover search and rescue operations UK and Ireland wide when required.. Foyle Search and Rescue was set up by local people in 1993 in response to the alarmingly high number of drownings in the river (30 within 18 months) and has adopted the role of preventing suicide and supporting families in the City.

Our aim is to reduce the number of people who die through drowning in the River Foyle – one of the coldest and fastest flowing rivers in Europe.

Our volunteers are from the local community and selflessly give up hours of their personal time every week to help those in need

We patrol the river on Thursday, Friday & Saturday nights, identified peak times of need, from 9.30pm to 3.00am, engaging with people in distress, maintaining lifebelts and saving lives.

We have an Emergency Response Pager Team, made up of 15 dedicated volunteers who are on call 24 hours a day, 365 days a year, for incidents and emergencies outside of patrol times. This team are paged by the PSNI (Police Service of Northern Ireland) to respond to potential suicide attempts and incidents in and around the river. This team also acts as a body recovery team who search for any person missing in the river and recover the body with the greatest dignity.

We provide an education programme on water safety and suicide awareness to local schools, workplaces and community groups.

We facilitate the North West Bereaved by Suicide Support Group for families and friends who have lost a loved one to suicide.

“Healthy Whales, Healthy Oceans, Healthy Humans”

That’s the motto of Ocean Alliance, a marine conservation organization pioneering the use of drones in whale research.

The relationship between DJI and Massachusetts-based Ocean Alliance goes back to 2015, when CEO Dr Iain Kerr and his team began using drones to collect biological samples from whales. Instead of taking an invasive physical biopsy, the researchers wait for the mammal to surface before flying a Petri dish-laden.

Often, that aerial view can be used to guide the actions of groundcrews, tackle fires with greater efficiency, and sweep for hotspots that might lead to secondary fires. And, with battery hot-swap technology on platforms such as the DJI Matrice 300, firefighters can count on having a persistent eye in the sky.

Drones also provide the spark for innovation. The Matrice 600 has been used in the development of a preemptive controlled burn solution to prevent wildfires from growing out of control.

HazMat Drones

Emergency situations involving hazardous materials require a great deal of care and caution. First responders approach scenarios with a time-tested process that prioritizes safety.

But despite long-standing methodologies drones are making a significant impact in the field, providing situational awareness for teams that typically rely on radio contact, scouting areas of concern to pinpoint where crews need to deploy to and what situation they will be faced with and, in the case of a particularly innovative hazmat crew in Florida, delivering tools between zones.

Aerial Surveying

With preset flight paths and advanced payloads, drones can be used to generate 2D and 3D orthomosaic maps, LiDAR point clouds, 3D models, thermal maps, and multispectral maps. The application tends to depend on the industry. For example, multispectral maps are popular in agriculture to give farmers an overview of crop health. PfCO to GVC Conversion exam has been updated to NQE to GVC Conversion Exam in Northern Ireland

The changes are in 2 parts.

The Theory Side

The CAA insist on a 40 multi choice question paper which covers the full GVC syllabus. As our GVC Conversion course only holds 3 of the modules, it would not be appropriate for the student to take an exam on subjects they have not recently studied. Therefore, it is in the interests of the students to take the full GVC Course and take the GVC exam paper. From today any student who has not completed the GVC Conversion Theory course will be transferred to the full GVC Course and advised of the changes.

Flying Competency

The CAA also insist I state how I make the decision whether an NQE holder of a Certificate for passing their PFA, is still competent. I have therefore created a Self-Declaration form (attached), for the student to declare their competency and hours flown, which must be a minimum of 2 hours in the previous 3 calendar months. If the student completes the form, I am satisfied they are competent and they are not required to take a Practical Flight Assessment. If the student cannont self-declare their competency, then the student must take another PFA.

Summary

The requirements for a GVC Conversion course are:-

The student supplies a copy of their NQE Certificate for passing their PFA

The student must verify their Flyer ID, by forwarding something from the CAA which confirms their name, Flyer’s ID and date of expiry.

The student must complete the attached NQE to GVC PFA Self-Declaration form.

The process for the course is:-

The student is logged onto the full GVC Course

The student will take the GVC 40 multi-choice question Exam paper. Either invigilated (in person) by the Assessor or online via a Zoom video call with 3iC.

Once the student has passed the GVC Exam paper, and I have all the above documentation, Robert will issue your GVC Certificate, assuming a PFA is not required.

Drone Pilot Training Academy - There has been some confusion around the new A2 CofC qualification, it does allow you to carry out commercial work under A2 Category, however this is limited.

The #A2CofC is not a licence to fly a drone it is a A2 Certificate of Competence.

The #A2CofC Drone Course is a new course for 2021 at Drone Pilot Training Academy Ireland

The #A2CofC Drone Course is a new course for 2021. It has been introduced by the CAA to meet the drone pilot competence requirements of the EASA Open Category. We have already started delivering the A2 CofC course but the regulations that allow its use don’t come into effect until Jan 1st 2021. The #A2CofC allows remote pilots to operate under the A2 and A1 Transitional subcategories of the Open category, granting you the right to operate larger drones closer to uninvolved people.

The A2 CofC Course consists of 4 theory modules. There is no formal practical requirement, but you are required to self-declare your experience. Once you have your A2 CofC it allows you to operate appropriate drones under the A2 and A1 Transitional subcategories of the EASA Open Category. These categories become active on 1st Jan 2021 and your A2 CofC is valid for 5 years from the point of issue.

The New Drone Rules Explained for Drone Pilots in Northern Ireland

From 1 January 2021 the new rules and regulations surrounding the safe flying of drones will be the same in the UK and all European Union Member States.

The first and most common misconception is that these new rules will apply to flying indoors and when flying a toy drone. This is not the case, although the drone must have been sold as, and clearly look like, a toy.

The rules WILL, however, be relevant to the risk of the flight – where you fly, proximity to other people and the size and weight of your drone.

If your drone flight conforms to the criteria above, you will be using the new ‘Open Category’ of rules, which are intended for low-risk drone flights (For example because you are flying a lightweight drone or in the countryside).

There is also a ‘Specific Category’ for higher risk flights, such as, flying a drone over an urban area.

To fly in the ‘Specific Category’ you will need approval from the Civil Aviation Authority (CAA). The same rules will also apply for night flying.

Open category explained –

Most enthusiasts or people flying for fun with a drone under 25kg will be in the Open category. You need to follow the drone and model aircraft code. Some of the key rules are:

Never fly higher than 120m / 400ft
Always keep the drone in sight
Keep clear of any airspace restrictions, including around airfields, unless you have permission to fly within them

These rules will also apply to night flying.

There are three ‘sub categories’ based on the weight of the drone:

A1 (C0 or C1 marked drones): You may fly over people with your drone
if it is less than 250g, as long as it is not a crowd. Some slightly heavier drones (up to 900g) can also be used, but only if they have been ‘classed’ as being suitable.

A2: You must keep some distance from people, normally 30m. But this depends, among other things, on the drone you are flying (weight or label). To fly in the A2 category as well as passing the normal flyer ID online test you must also pass the #A2CofC theory exam. You must also declare that you have gained some practical knowledge with your drone, but you do not have to take a practical exam.

A3: You must stay at least 150 metres horizontally away from parks, industrial and built-up areas and 50 metres horizontally away from people.

Drone classification

From 1 January 2023 new drones will have to meet a set of product standards. These will be classed from C0 to C4, based on the weight and capability of the drone, and will determine how and where you can fly.

Drones classed C0 or C1 can be flown in the open A1 sub category. For C2 it’s open sub category A2 or A3 and for classes C3 and C4 you can only fly in the A3 sub category.

If your drone doesn’t have a class marking and is under 250g you can fly in the A1 sub category (there are also some exceptions for drones up to 500g too until January 2023). Drones less than 2kg can be flown in sub category A2, but you must

keep at least 50 metres away from people and pass the A2 theory exam. Drones of 2kg or greater may only be flown in the A3 subcategory.

After 1 January 2023 for drones below 250g you can continue to use A1 sub category. All other current (un-classified) drones must only be used in the A3 sub category.

Home-built drones weighing less than 250g and with a maximum speed of less than 42mph (68Km/h, 19m/s) can be flown in the A1 sub category. All other drones fit in the A3 sub category.

First Person View (FPV)

If you are flying using FPV then you must have an observer next to you who can aid you with avoiding collisions, but you are still responsible for the safety of your flight.

Flying as a hobby and at a club

Members of a recognised UK model flying Association (BMFA, SAA, LMA & FPVUK) will be operating under the terms of a specific authorisation and should confirm details with their Association.

Registration and Flyer ID

If your drone has a camera (unless it is a toy) or weighs 250g or more, you will need to register it with the CAA. This is something you will need to renew every year.

Anyone registering a drone that weighs 250g or more will need to pass a test and get a flyer ID from the CAA.

If you already have a flyer ID that is still valid, you don’t need to re-do the test until it expires, however, you are still required to keep up to date with the new regulations.

Minimum age to fly

In most cases you must be at least 12 years old to fly a drone on your own. You are still able to fly if you are under 12, but this requires the supervision of someone aged 16 or over and both of you must have passed the flyer ID test.

To ensure the safety when sharing airspace, the CAA have set out some simple laws that drone users need to follow.

Flying drones in the countryside

If you are flying well away from built up areas and groups of people with a drone under 25kg then from 31 December 2020 you will fly under the new Open category of regulations.

That means that you need to follow the drone and model aircraft code. Some of the key rules are:

Never fly higher than 120m / 400ft
Always keep the drone in sight
Keep clear of any airspace restrictions, including around aerodromes, unless you have permission to fly within them
Keep 50m away from people, to avoid endangering them

All of the rules also apply if you are flying at night.

Minimum age to fly

In most cases you must be at least 12 years old to fly a drone on your own*.

You can fly if you are under 12, but you must be supervised by someone 16 or over and both of you must have passed the flyer ID test.

Flying in towns and cities or busy areas

If you are flying over or near urban areas or near groups of people, then extra safety rules are in place to provide protection. The rules don’t apply if you are flying indoors.

Keep clear of airspace restrictions, including around aerodromes, unless you have permission to fly within them
keep 50m away from uninvolved people, to avoid endangering them
In most cases, unless flying a drone that is less than 250g, you must keep at least 150 metres horizontally away from parks, industrial, residential and built-up areas

All of the rules also apply if you are flying at night.

If your drone weighs less than 250g then you may overfly a small number of people for a short period of time. But, if you have a heavier drone, or want to fly near or over people for longer periods then it’s most likely you will fall into the Specific category of regulations and may well need a special approval from the Civil Aviation Authority. This may allow you to fly in congested areas and closer to people.

Using your drone for work

With the new rules and regulations there will no longer be a distinction between flying commercially and flying for pleasure or recreation.

This means that an approval just to operate commercially is no longer required. If you are flying as part of a business then you should carefully read www.caa.co.uk/CAP722.

Due to the rules on proximity to people and overflight of congested areas in most cases, if you have an existing operator authorisation from the CAA, you will still require one under the new regulations.

The A2 CofC course is a fairly short course with an emphasis on the operation. The modules cover the CAA specified syllabus and ends with an online examination. You will need to make a declaration to us that you have completed a period of practical flight training either under the guidance of Drone Pilot Training Academy Belfast.

A2 CofC

The legislation A2 CofC covers the following three categories:

Open category – operations that present a low (or no) risk to third parties.

Specific category – operations that present a greater risk than that of the Open category, or where one or more elements of the operation fall outside the boundaries of the Open category. Operations will require an operational authorisation from the CAA, based on a safety risk assessment.

Certified category – operations that present an equivalent risk to that of manned aviation and so will be subjected to the same regulatory regime (i.e. certification of the aircraft, certification of the operator, licensing of the pilot).

Open Category

Open category operations are bounded by three main factors:

· the maximum take-off mass of the unmanned aircraft must be less than 25kg

· the unmanned aircraft must be operated within visual line of sight (VLOS)

· the unmanned aircraft must not be flown further than 120 metres (400 feet) from the closest point of the surface of the earth

You must achieve all three of the above factors to operate within the Open Category. If not, the flight must be conducted under the Specific Category.

The open category is further broken down into three sub-categories:

· A1 - Fly over people - Using drones which present very low risk – e.g. drones of < 250gms)

· A2 - Fly close to people - Using a drone which is compliant with specific requirements. Has a mass of <4Kgs and can be flown down to 30m from uninvolved people. To do so you will require an A2 CofC.

· A3 – Fly far from people - General UAS operations, and outside of congested areas.

If already a PfCO holder, you need do nothing at the moment but you will need to renew at the appropriate time where it will change to an Operational Authorisation and remain useable until 2024.

If you want to fly closer that 150m to congested areas or fly within 50m of people, then all new operators will generally have to have either an A2 Certificate of Competence (A2CofC) or a General Visual Line of Sight Certificate (GVC). If you don’t have one of these, you probably won’t get drone insurance to fly where you wish anyway.

But which is best for you? The scope of the following information is provided to allow you to decide on which Certificate (or both) is best for your operations. Remember that what you intend doing will in some ways be completely different from other operators so no one size will fit all.

Robert from Drone Pilot Training Academy is delighted to be working with one of Northern Ireland's top building & construction contractors Flexi O'Hare & CO Ltd, with over 100 years' of experience, the company operates throughout Northern Ireland & the Republic of Ireland.

After a few weeks of studying, practicing the flight maneuvers, and learning how to to safely fly their drone by following the instructions of the 3iC modules and The Drone Code, the 3 students from Flexi O'Hare & Co Ltd were finally ready to take the PfCO test.

On Thursday 2nd May 2019 William who is also a student at Queens University Belfast, Niall & Paul all from Flexi O'Hare & Co Ltd successfully passed their PfCO qualification.

Intro - Once payment is made, it takes only a few minutes to log you into your 3iC PfCO online training course. Our comprehensive introduction module will guide you through the process of how to access the course and get the best from it. Our students love the level of content and style of learning.

On average it takes our students around 10 hours to complete this phase. But there is no rush! The students are fully in control and can decide how intensely they want to study. Train at your own Pace in Your Own Place!

Online Theory content - Phase 1 covers the theory syllabus as set by the CAA and is comprised of the eight modules as shown above. We don’t give you piles of reference material to plod through or expect you to take days off from your work. Using interactive voice-over audio & video presentations, this phase of the training course is delivered Online by a highly experienced instructor. To assist you with any note taking, the presentation material is also available for download.

A short test is set at the end of each module which assesses your competency to progress to the next module. You may pause or stop a module at any time and resume at the same place at a later date. The student can also revisit completed modules.

Once the student has completed both the Theory course and the Operations Manual, I will arrange their practical flight assessment which is normally bookable within a few weeks.

It really is a simple process!

Phase 2: Operations Manual, Theory Exam and Practical Flight Assessment

Operation Manual - I provide the student with our excellent Operations Manual template resources to assist you in writing this CAA required document. Your Tutor will guide and support you through the process of shaping the document to suit your operations.

Theory Exam - The venue for the multi-choice exam and assessment is at our own flight facilities which I set up in Carryduff just outside Belfast.

The theory exam is normally set just before the flight assessment and which cuts down on the amount of travel the student have to do.

The Practical Flight Assessment is primarily safety focused and tests a candidate’s flying skill and safe operational ability. This is set against the candidate’s company Operations Manual. and I provide guidance documents so nothing will come as a surprise to you. I will be looking for competent and safe flying – not amazing hand flying skills and will quickly put the student at ease to ensure that they perform to their maximum capability.

The Practical Flight Assessment - The Practical Flight Assessment is primarily safety focused and tests a candidate’s flying skill and safe operational ability. This is set against the candidate’s company Operations Manual. I provide the student with close support leading up to the assessment, and provide guidance documents so nothing will come as a surprise to them.

Summary - Since Robert Dobbin qualified as a Drone Pilot Instructor on 1st October 2018, my business has taken off (excuse the pun) I have since gained a DJI Authorised Dealership to sell drones in Northern Ireland. over 65 Drone Pilot have qualified, including a special student who is paralysed from the neck down. Find a qualified drone operator

Once you’ve found a local drone operator who has experience in the kind of work you need, there’s the question of are they able to safely and legally complete the work. Of course, your pilot will be able to advise you, as that is part of their job but here’s some general information for you.

Drone operators (even once they’ve received their PfCO) are obligated to follow certain laws when they are flying: -

They cannot fly higher than 400ft or 120 metres

They must remain 50 metres away from persons, property, vessels and structures that are not under their control. Being under the control of the pilot means that you are aware of the flight, have been briefed on safety procedures and can be reasonably expected to follow them. During the take-off and landing phase, this distance is reduced to 30 metres.

When there is a gathering of more than 1000 people, this safe distance increases to 150 metres away (or 50 metres during takeoff and landing)

A drone pilot must have permission from the landowner at the take-off and landing zone.

It is legal to fly over property at a height of a more than 50 metres, as things currently stand, no one owns the airspace as such. However, privacy and nuisance laws mean it is not legal to film a private property without the owner’s permission or disturb them from the ‘quiet enjoyment of their property’.

Some drone operators with special CAA permissions know as an OSC (operating safety case) will have the ability to fly at reduced distances and increased heights, so it is important to check the PfCO document and confirm that the flight they plan to do is permitted.

If you’re looking to hire a drone operator for the first time, it can feel a little confusing when you start to look into it.

As you read through articles online, you will see a lot of use of specialist terminology and acronyms and also mention of forthcoming changes in the law that can leave you wondering whether a UAV is the right (and legal) solution for you. So, here are the guidelines on drone usage straight form the horse’s mouth as it were.

If you are looking to hire a drone company to carry out work on your behalf, you need to use a commercial operator by law. Your friend who likes to fly drones as a hobby flyer isn’t legally allowed to use their drone for what is called ‘commercial gain’ so they can’t fly for money or other reward. To do so, would be breaking the law for them and you are potentially facing the safety risk of someone flying without the proper training.

How do I know who is a Legal Pilot?

Commercial UAV operators have to pass a series of theoretical and practical exams, complete a detailed Operations Manual laying out all of their procedures for safe working. They then apply to the CAA who inspect all this material and if they find it satisfactory then they will be granted a Permission for Commercial Operation (PfCO) which needs to be renewed annually.

So a commercial operator will be able to show you their PfCO and insurance certificates but if you want to check that they are valid, you can visit the CAA website to check for yourself. You will need to know the name that they are registered under as it could be their name or business name. It’s not rude to check, in fact we recommend it and it is an essential part of your due diligence!

In April 2014 Gareth suffered a C4 complete SCI diving into the water at a beach in Antigua. After being stabilised in Antigua he was medevaced to Jackson Memorial Hospital, Miami, where after 6 weeks in ICU and a further 11 in Rehab, he was then transferred to Musgrave Park Hospital (for another 10 weeks) to begin the process of moving home at the end October 2014.

Along with his brother, he hasbeen busy researching ways to keep using my various gadgets and install smart devices to make the home more accessible. he also enjoys photography and his Dad has modified my drone controller to allow him to make video's and take pictures, mostly of the stunning Antrim Coast, he recently qualified as a3iC Drone Pilot at Drone Pilot Training Academy, flying his drone using special glasses and a mouth mouse.
